Workbench Email not sending multiple emails.

I have successfully installed the Workbench Email module, configured several email notifications and sent/received emails. The issue I'm having is that only one email is sent, even when I select multiple users from the multiselect box with the "Select one or more users to notify" text under it. When multiple users are selected only one email is sent and the one (user) that receives the email is the top one in the list.

I've checked Drupal's recent log messages and it only shows one email being sent. There is no additional error information in the log on the other user(s) that are selected to receive the notification.

Attached are screenshots of the multiselect box and what has been selected. In all cases only one email is sent and it is always the top selected option (user) that receives the email. In the case of the screenshots Example User 1 is the only one that ever receives the email notification.

Please let me know if there is any additional information I can provide to clarify the issue.
