Add in an empty modules & themes folder in the cod download

In STEP 3 of the README.txt says to download the 25 modules to the 'profiles/cod/modules' directory, which doesn't exist and needs to be created by the user.
There should be a empty folder named "modules" that is already included in the cod install download to avoid confusion from installing the modules in the sites/all/modules directory.
