I upgraded from 7.18 to 7.19 this morning. All indications were fine.
I then worked on fixing a problem with CKEditor, including turning it on and off.
I then discovered that my CSS file is not being read and images are not being found.
Any ideas on how to fix this?

Doesn't Display Block
It also appears that one of my blocks does not appear even though it was turned on.
Turning off my custom theme and using Seven as the default also doesn't make the images show up.
I have also checked permissions and everything appears to be correct.
Sometimes these problems go
Sometimes these problems go away when cron runs, but if you want the site to work straight away, clear all caches. However, depending on your upgrade method, if you have accidentally deleted your static files, clearing caches will not fix the problem of course, so also check the files which are not loading are in fact present at the paths where they are being called from.
The best way to do updates and to clear caches is from command line with drush (which is worth installing if you do not have it). But the other methods should also work of course.

I reinstalled the database and it worked fine.
I was playing around with CKEditor settings and I turned on the Security filter. I had done this prior to reinstalling the database.
The same thing happened. Website hosed. I turned the setting off and the site was back to normal.
Too many heart attacks today.
LOL.
New rule: pay very close attention to what I'm doing each step in case I have to undo it!
