votingapi_schema() should provide table descriptions

@mfb so submit a patch. You will need to update the votingapi.install file. You will need to add the desciption to all fields in the votingapi_schema(). In addition, You will need to create a new votingapi_update_72XX() function that loops through each field. Believe the function is db_changed_field()
