flagged items do not show in flag_content/view

Description
i try flagging items as a admin and as an anonymous user but they do not appear in the flagged items section. i've enabled permissions for users to flag and manage flagged items, but even as an admin i cannot see any items in the flagged items page.
it seems the items are not being saved as flagged or something. i'm running drupal 4.7.8 w/ 4.7.x-2.1. anyone have a thought as to what i'm doing wrong?
i've got the flagged items module directory inside a directory i created in modules called contrib, but that doen't seem to affect any other modules. it's in modules/contrib/flag_content
i don't see any other issues about this, so i'm thinkin it's something obvious. hmmm... anyone have a thought? thanks very much!
