Need Two Taxonomy Types: 'Region' and 'Regions' -- Can they be the same one, but modified?

Hi,

What I found out is that for some node types, I need the person to pick only one 'region', but for other node types, I need to let them pick multiple 'regions', such as when they write an article.

Do I need two identical taxonomies for this, or is there some trick to be able to use the same vocabulary but with two types of taxonomy entries?

Alternately, do I just set the taxonomy for 'multiple', then have the user selection be limited at the node form end?

Also, if I do need separate but identical vocabularies, is there an easy way to duplicate the vocabulary so I do not have to put it in again?
