The IPE bar is rendering over top of the l10n_client bar. Just needs some CSS adjustment

This appears to be very similar or a duplicate of #1880508 l10n_client On-Page Translation button "Translate Text" gets Hidden. The patch suggested here might work for that, and I'll try to get to that soon.
