Create a module to limit who can reply to comments

I am an individual creating a nonprofit organization and in the process of developing the website.

Currently, I need someone to assist me in creating a module to limit who can reply to comments.

For example:
User role #1 (node authors) will post a node. Those who are in user role #2 can comment on that node. From there, it should only be a conversation between the node author and the individual who posted the first comment. Overall, the purpose is to make sure that other users in role #2 can't respond or join in the conversation between another user in role #2 and the node authors.

Also, this module should be usable with organic groups and group content. So, there could be multiple node authors in the organic group.

Please let me know what it would cost as well as a time frame.

Please explain the reference

Please explain the reference to 'multiple node authors' in more detail - does it mean the conversation is between:

  • all users of role #1 who potentially could have posted the node, and
  • one user of role #2 who posted a comment to the actual node?

I propose to write a module implementing a conversation between one actual node author and one actual first poster for your local price of 1 (one) beer until Monday, Feb 4, 12:00 UTC / 7:00 am EST. (This is interesting to me, plus some sentimental value - my first official module dealt with comments.)

Any extended access need to be more precisely described first.

(There is another moot point - should the node author[s] be able to post comments before a user of role #2 has "opened the conversation"?)
