"Login or register to tag items" even when user registration is blocked.

The comment module checks the value of user_register before displaying the links. If new accounts are not allowed, the module will display only a login link, not a register link. Community tags presently does not do that. Patch is here.

Note: drupal_cache_page table may have to be cleared before the patch takes effect.
