To recreate:

- Install Drupal 7.19
- Install QuickTabs
- Create some Views blocks
- Create a QuickTab
- Set View block to first tab
- Set a regular block to second tab
- Save

The Quicktab is nowhere to be found in the block admin list (despite being in the database). Clear cache does not make it appear.

Go back now, and create a new one or clone the first one. The second one will show (and any others created after it) in the block admin.

Running into the same exact same issue. Tested 7.x-3.x-dev problem still exist.

I'm seeing the same problem, in my case when I clone a Quicktab. Steps to reproduce:

1. Create Quicktab1 containing blocks. This one appears on the block admin page.
2. Clone Quicktab1. The new one, Quicktab2 does not appear on the block admin page.
3. Clone Quicktab2. This one, Quicktab3, appears on the block admin page.

Replicated. The work-around solution of Cloning the Quicktab worked as well.

With D7 EOL approaching in a month I'm starting to triage the D7 side of quicktabs queue. This doesn't appear to have any code so believe this may not make it, sorry! Thanks though!
