When you install Drupal 7.19 I get the error:

FTP upload
How did you upload the Drupal files? Specifically, if you did it with FTP, I'm wondering if you had it in "ASCII" mode instead of "Binary" mode. You should always use Binary mode.
That line is a perfectly correctly formatted PHP comment, so that's the only thing I could think of. It still doesn't explain why the error would pick up that line, rather than one further up the file.

I used to upload files Total Commander.
Installation is properly until you select a language and click on next
Transfer Mode
I've not used it, but apparently Total Commander does have the option to choose transfer mode. See http://www.madsen.homepage.dk/tcmd/transfermode.png - you should choose Binary.
Unless you already had the Binary option selected, my suggestion is to delete the files on the server, and upload again, this time making sure it is Binary. At least that allows us to rule that out.
