When you add an exposed filter for a regular term, Views will populate a dropdown or multi-select form element with all of the options from the vocabulary.

In attempting to build a dashboard view for content editors, I tried to expose a filter for the access control vocab (so editors responsible for various terms could limit the content list by one or more terms), but I'm only presented with a basic text box filter.

It would be nice if the exposed filter for a TAC-controlled vocabulary behaved the same as a regular vocabulary.

I stumbled across this issue looking for another issue. This must have been fixed somewhere along the way because I am using an exposed filter in a view and it's shown as a dropdown field.
