I added some Hungarian characters (é,á,ó) into the Mouseover box and the accented characters are NOT displaying properly. I checked into my database with phpMyadmin, and the Mouseover content shows up with correct encoding.

Fix committed to the development branch. Specifically, updated to encode with UTF-8 so the special characters do not get corrupted.
