broadcast message support (for all users or specified groups)
Make custom user reciepent lists and store it.

No new features will be added to old branches, I'm working on this for
the 6.x-2.x-dev branch, see #555016: Planning for sending messages to roles.. Therefore setting this issue to won't fix.
