I'm trying to configure my site layout. Somewhere below the header I see two blocks for "Main menu" and "Secondary menu" which I don't seem to be able to get rid off. The blocks administration panel indicates both the main menu and the users menu are not part of any block, so they shouldn't be displayed.
As an experience I then move the main and user menus into the footer (by means of the admin/structure/block panel), and change their title. The result is that the footer now contains the two menus, with my custom titles. Still, the same menus are still present below the header, with titles "Main menu" and "Secondary menu".

Am I missing something or is this a bug ? (I'm running Drupal 7.19 (which includes the Stark theme built in) as distributed by Fedora (18) ).

Small follow-up comment: It turns out the theme "settings" have check boxes to enable/disable these two menus, and turning them off will make the unwanted duplicate go away. OK, so that solves my immediate problem. Still, I think this is quite confusing, and thus arguably a UI bug.
