First of all, sorry for my bad English. I'm new to Drupal and ran in an usability problem. I think it not clear what menu functions are available because the same layout is applied to other items. See the attachment for illustration. "List" and "add block" are part of the Block menu but there are not that represented. Maybe it needs a border or something else so that it's clear that this is an unit. The garland, bluemarine, chameleon etc. are styled the same as list and add block. This creates confusion and it's also not clear that these are theme's. See what you can do with the info.

As far as I know this is the only place where we have two rows of tabs in core. I totally agree this if far from intuitive. Could be done at the theming level but it would just be a visual fix for a UI mistake.

I set the administration theme to Garland and tried to reproduce the UI in the original post. This is no longer an issue in 7.0. See attached screenshot.
