Drupal 7 On DotCloud, Enabling a theme gives Access Denied

This is when logged in as user 1

Everything else seems to work fine. I can add modules either via file system or admin interface. I can add nodes. I can do anything but enable a new theme. I get the error when trying to enable Garland. Or when enabling a them I uploaded via the file system. Uploading via the Appearance/Add new theme fails without downloading the URL. Access Denied.

I'm guessing it is something to do with dotCloud deployment since this is my first try at drupal on dotcloud. Pretty much my first try at anything on dotcloud although I have gotten several demo sites going.

Any ideas where to look?
