I had someone build a Drupal website for me with a customized homepage. I have a new homepage design that I would like to implement. The new homepage was built using HTML/CSS and it's completely new. Is there an easy way to implement the new homepage design? I have sign up and login fields as well that need to be linked correctly.

Does the theme affect only the visitor homepage? I don't want to want to change anything else.

yes. page--front.tpl.php is only for the front page. Hence why it's called page--front.tpl.php. The theme developer documentation here on drupal.org should aid.

What if I have sign up and sign in pages on the homepages? Are those easy to configure with a new webpage design and the backend?

you are asking very detailed questions that are all explained in the many pages, manuals, articles and so on here. It seems to me that you need to make an effort to read up and understand a bit how Drupal works first.
You need to understand Drupal in principal, themes, modules, editing and how html is added - through the theme and in editing pages. CSS is only added in the theme.
You will also not find a short cut to setting up a test side and experimenting .....
