Cannot display any drupal page correctly

Hello,

I have been trying to install Drupal 7.19 the past few days and have been unable to do so correctly. It seems that all that I can display is text and the Drupal logo. This includes the install page. Also the install page shows no errors and finalizes the installation, but the new site is also displayed incorrectly. Almost like the HTML or PHP wasn't working correctly. I checked a bunch of sites before posting and was able to determine that the issue isn't caused by SELinux (i disabled for testing), the version of drupal (i installed 6.28 and it still didn't work.), Permissions (gave 777 access to all files in the /var/www/html directory for testing), checked httpd.conf (made sure that AllowOverride All option is active), i also ensured that the .htaccess file was moved to the root of drupal.
