Wouldn't it make more sense to just add a block? Rather than a block that goes with a module? Or maybe it does do this but documentation is just wrong?

I'm not sure I understand your question.
Insert Block allows users to include a tag in a node's content to insert blocks that already exist outside of the module.
Does that clarify things?

capellicGo read the suggested README file in this issue and you see how to insert the block. (A block that you create on your own is a party of the "block" module.)

capellicYes, the current README doesn't explain the syntax - the suggested README does and uses examples. I couldn't figure out how to use the module until I read the suggested text.
