Create an action, ok if we resolve the moderation (how and who delete the inadequate content on the map), if not, only in the country pages.

I guess we discussed this before, so we can have the "Present an action" button also both in home and in country pages (moderation will be set by default).
Correct?

ok to close it now, but it'ld be good to have by default the country in the registration form (when you enter in the country page, of course) ; we can open the website without, but at one moment it could be good to do that (to avoid what i did with the action "demon in new york!)
