it turns out the book "Drupal 7 Development by Example" has an example on how to create an issue in Microdata module issue queue.
People are doing exacty that..
These people are unintentional issue queue spammers - they are newbies trying to learn Drupal.
We should welcome them (and educate them a bit :)
