Is there a way to give non-administrative-users the right to set their own posts to be published/unpublished (for example when you are drafting a future post or just saving it so it shall not disapair) without giving them the rigth to administer the content on the page (/admin/content/node)

Yes!
I just discovered this, shortly before seeing your query -
install the "override_node_options" module, and give user permission to authenticated users. The "Publishing Options" section will now appear on their node editing pages.
A hint - open up the file override_node_options.module,
and comment out lines 28-30, and 46-48
to remove the options to promote to front page, make sticky, and create new revision; and provide the user only the option to Publish/Unpublish.
Also -
I created a View, using the Views module, with filters for
node type = blog entry
author is current logged-in user
node: published =no
sored in descending order of Node:updated time
to serve as a "personal journal".
