I completed the 7.19 update manually with no errors displaying on www.mysite.com/update.php
I logged into /user as the Admin successfully, but the Dashboard menu no longer displays. I do not have the option to turn the sites maintenance mode off, and I do not have the option to enable all of the modules. There are no Dashboard drop down menus at the top of the page.
Prior to the update I turned maintenance mode on and I disabled all of the modules. Was this wrong? How do I view the Dashboard menus again??

Modules disabled pre-installation
The modules I disabled were: (Core) Dashboard, Admin Development Tools, Admin Menu, and Admin Menu Toolbar. Is this why I cannot view the Dashboard menus? Is there a way to enable these modules using FileZilla?

Dashboard Not Displaying - logged in as other user
I logged in as another user (not admin) and the dashboard menus are not displaying still. I do not have the ability to log out, unless I clear my web browsers cache and go to the /user/login page.

I found the solution in the folder /sites/modules/admin_menu/README.txt
