Release notes link should point to release notes

In the third paragraph of the project page, there is a link to the release notes. But the link does not take you to the release notes, it just reloads the project page.

Also, I'm not sure where to put this so I'll put it here. For the release notes themselves, step 6 would be clearer if it had something in there about deleting the uninstalled shipping method module from the modules folder. I just ran the uninstall script. After installing Commerce Flat Rate I had two modules in my module list called Flat Rate, which was confusing (I was able to figure it out though).
