that's true, the ability to create a custom CKEditor build is not yet reflected on the Drupal module site.
You can now choose just the plugins that you will use and not be forced to install everything, needed or not. It is possible to build a custom CKEditor build or download one of the ready-made presets.
As for which one to choose: it depends which plugins you want to use. Best idea is to see the CKEditor demos and compare them to what your toolbar looks like. The Full package is recommended if you are using lots of editor features (most notably the Text Color and Background Color are available here), for more basic editors Standard may be enough.

I think that drupal module CKEditor should recommend the Full package in the documentation, otherwise, the module will not work as designed (editor feature configured to show won't show). If someone know what he/she needs, can choose a different package. But, the module to be fully functional needs the Full package.
