After installing the Theme Editor module, I have the following text on the Modules admin page:

Theme Editor IDE 7.x-2.x-dev Adds IDE (Integrated Development Environment) code editor to the Theme Editor Interface
Requires: Theme Editor (enabled), Views (enabled), Chaos tools (enabled), Libraries (missing)

The Libraries module is not missing; it's in Core now.

The libraries.module is not in core. Core includes a libraries folder.
