I'm getting this error when Localization update is enabled and I enable any module.
After module have been active and Localization update will get the translations, this error appears then the html page.

An error occurred. /?id=&op=do

somebody can help me?

Does this happen immediately after you enabled a module or some time (seconds) while you see the (not moving) progress bar?
Are there any warnings or errors in the Log (admin/reports/dblog) related to this? Can you reproduce this on a clean Drupal 6 install?

The progress bar appears but not moving, then error message is displayed.
There's no error on dblog.

This has been reported before. The effort to fix this is concentrated at #569004: Add support for seek based batch import of .po files.

That's not the same error. I means, no matter what module will be enabled on my project, the message is the same on every activation, I think the problem is not size of file.
