I filed an upstream task at #1921988: Allow IPE bar to be minimized/closed. But maybe this is something we could work around in the theme?

Zarabadoo commentedIt seems that the module is trying to make space for itself, but it is not effective in commons_origin.

ezra-g commentedMarking as "postponed" per the Panels issue. Let's focus on higher priority issues for the 3.0 release push -- Site administrators are the only ones who see the IPE, and they probably already know the contents of their sites' footers.
