translation fieldset on the user edit form displays at the end (when enabling entity translation on user) but its not provided for custom positioning in admin/config/people/accounts/fields
in the node edit form at least it appears in its own fieldset when using FIELD GROUPS to group fields

at least we should have the same handling on all entities but better yet if we allow it to get custom position like metatags module or the core path module does
