Add support for jQ, a jQuery plugin registry. The hook_jq() implementation doubles the size of the module, so if you're not using jQ, there's no reason to upgrade.

The validate plugin has been patched: it is now encoded in UTF-8 rather than the latin1 encoding available from the jquery.com site.
