Missing links on node edit form

If a node doesn't have a parent, the links never appear on the node edit page.

There's a check in relativity_nodeapi for the 'form pre' $op that will only show the relativity_links when a node has one or more parents. This should instead be displayed for all nodes where the user can update the node.
