when making a new domain ready for on-line operation (and when testing with mock domains) it may be helpful to have a configurable "shadow domain" flag, so that flagged domains do not show up in switcher/navigator, except for user 0. Individual sites can already be put into maintenance mode, but their domain names keep showing up in switcher/navigator of remaining active sites.

Good point.

This would require a database change -- adding a column to store this data.

I already introduced (though have not committed) a 'valid' flag for domain records, so this would be similar.
