Most Drupaler will recommend Linux Apache. But when coming to performance, Windows is not bad as well. But why you pay for license when you can find a better alternative for free.

There are a few options regarding database - Mysql, PostgreSQL, SQLite [http://drupal.org/requirements, even Microsoft SQL Server and Oracle are supported by additional modules.

Some people believe PostgreSQL is 'better' but having said that it's nearly always MySQL that is used, at least on small/medium sized sites.
