Fix link on http://lists.drupal.org/listinfo/development

I don't know who has access to fix the text on http://lists.drupal.org/listinfo/development but I assume it's only a select few from the infrastructure team with the right passwords, so I'm posting this here instead of the webmaster's queue...

As recently reported on the devel list, the "Bug tracker" link on that page is broken:
