I upgraded a clean D6 on which I'd installed Contrib Image module and created a few dummy images.

After upgrade, my visit to the module page resulted in being asked to enable File module because Image module needed it.

It would seem that what happened is that because contrib Image was enabled during the upgrade, the dependency of Core image wasn't checked.

Perhaps image_update_7000() should try to enable File module?
