A workaround for ampersand error in URL?

I have a CCK field called Cats & Dogs. When I set the breadcrumbs, I expected custom breadcrumbs to turn the field into cats-dogs in the URL. Instead, I'm seeing Cats %2526amp%3B Dogs. I cannot upgrade this site to Drupal 7. Is there a way to work around this problem?
