No third party menu app enabled, just out of the box Bamboo with tertiary menu enabled on theme settings page. Using Acquia dev desktop to test.
On the first hover the dropdown menu does not appear (See Scrsht1)
Once clicked, the dropdown appears on subsequent hovers (See Scrsht2) unless another main menu item is clicked (See Scrsht1)
The same behavior applies to third level menu on first hover (See Scrsht3)
Until clicked once (See Scrsht4) If another Main menu item is clicked the desired hover states again disappear until clicked. This seems highly undesirable, as visitors don't get additional menu options or even the down arrow until actual selecting a menu option. The Demo site seems to work fine. Is there some setting missing?

Have you set menu items you want as drop downs as "expanded"?

From the theme documentation linked from the project page:

- For drop down menus to work, you need to set a main menu item to
"expanded". Then its sub-menus will work as drop downs.
If you need help with this, please consult Drupal core
documentation.

Thanks, I read that and forgot (red faced). For others who might also overlook this I used the Menu Expanded module for quick easy fix. Structure/menus/main menu then select "list links" and check the expanded boxes.
