It is difficult to proof that it is really nice_menus causing this, but the only way to restore normal table drag functionality in the blocks administration is indeed by disabling nice_menus. With nice_menus active you can click in the table and drag, but when you release the mouse button it keeps dragging the row and I cannot drop it, whatever I do.
In an attempt to isolate the problem I tried it on a clean(er) installation, but there I could not reproduce the issue. Then I disabled on my production system other modules that leave their traces in the header (css or js) and I could not find the collaborating module in this combined issue.
I still wanted to report it here to at least have some historical record of it.
This is an intranet in the process of upgrading. Policies disallow use of other browsers than Firefox and my version presently is 19.0

ñull commentedIssue seems to be isolated to dragging in the blocks table. For instance dragging in a book outline (admin/content/book/) does not show the same problem.

astonvictor commentedD7 reached its EOL back in January 2025, and there is no active release for D7 for this module anymore.
Development or support is not planned for D7. All D7-related issues are marked as outdated in a bunch.
