Allow fieldset type to be changed

Is it possible to expose the display type settings so that other grouping modes can be chosen: -fieldset (default), vertical tabs and so on.

The metatags settings get rendered as a vertical tab on content types but a fieldset on terms? Now it's possible to add fields and grouping for terms it would be great to be able have metatags share the same layout options as all the other fields.
