This is probably by design for reasons of efficiency... but it makes creating default views for other modules to provide quite hard, as to see the new view you have to disable Views UI, save, disable Views, save, re-enable both.
Is there a way for developers to force a reload?

scott.mclewin commentedThis is perhaps a silly question, but have you tried installing the devel module and then using the 'clear cache' function it offers? Or just going into your database and clearing the cache tables?

merlinofchaos commentedThere's devel's clear cache function, and you can visit the modules page to force a cache clear. Also, under the 'tools' tab there is a button to clear the Views cache.
