Multisite management

Hi,
I've never used Drupal before and I am trying to determine if it suits my purpose.
I am about to build multiple sites, divided to groups, I would like to know if Drupal enables:
1. Create multiple sites with common configuration (without the need to create each site separately)
2. Duplicate sites from a base site - then change each created site
2. Arrange sites in groups and implement changes to all sites in a groups at once - update & add features
3. Manage all sites from a single management platform - both their content and features
