Attached is a patch to ec-3.x-dev that adds the ability to enable notification mails (notices) for every new order that is submitted. I know that 3.x is no longer actively developed, but I saw in another bug report a request for this function and I thought it would be valuable so I added it.

a different approach will be used on eC4. eC Mail will be redesigned to be more powerful.

However, I think it would be even better if it there was an option to only send the emails once we get a successful response from the payment gateway, rather than as we submit to the payment gateway - so that these emails are only generated for orders that actually get paid for, rather than all those that are never completed as well.
