Maybe Jaxtr.com is what you are looking for, or have a look at drupal's integration of the Asterisk system for voIP functionality.
I am trying to find a free sms web-framework myself, but so far they have all been commercial.

Some networks in some countries allow emal->sms. A website that uses this is rememberthemilk.com. I have an O2 account in the Uk and there setting is phone number@mmail.co.uk.
So, I suppose if you got users to setup and add their email->sms address in, Drupal could text them for free?
All a big guess I'm afraid, but this does work for RTM - and I don't think they pay for the service (the receiver does).
You have to text a message 'ON' to 212, they respond with the format of your email-to-sms address. Might exist for other providers in other countries too.
Details of providers around the world can be found here www.flintfx.com/sms.php
