Is there a way to rig it so admins can assign (or re-assign) users to referring users?

Users may refer people to the site but the base system of requiring a new visitor to sign up for an account before doing anything may cause new users to browse your site before signing up for an account an then the referral is lost (I think).

There may be other time where someone gives you a word-of-mouth referral to someone and thus would never get credit for that referral - I was hoping for a system to add those unreferred vistitors to existing users.

I would like something similar to this. I would like a code snipet / patch or settings option that would allow members who have already registered but do not yet have a referrer to still see and be able to use the profile links that say, "register to this site using my referral link." Of course it would be best if it showed different text to them, such as, "become a referral of (user)."

Referrals can be great motivators, but if someone feels "cheated" out of their referral, it can have the opposite effect. Here's an example: someone invites their friend to join the site via word of mouth. That person joins the site but didn't use their friend's referral link. With the current state of the module, they both go, "Oh, man, that really sucks. Too bad." With the change I'm suggesting, they could easily fix the situation themselves with no need to bother the admin.
