It would be nice if one could create new beans from the Admin Menu as easily as new nodes. This patch creates an 'Add Block' item in the Admin menu that works a lot like the 'Add content' one:

Rerolled. I need to read into the Admin Menu API to check the performance implications, but it's probably fine.
