Hello,

I am just starting to learn Drupal by creating a test web page.

I understand by googling how to install Drupal and make web page from beginning. However, I am using my institution web server and they already have Drupal installed. In this case how do I use/configure already installed Drupal?

you would ask whoever is administrating the already installed drupal instance for proper permissions on your user.
