Integration with modal_forms [#1935804]

The modal_forms module uses the modal feature in the ctools module to open some common forms in a modal window.

Currently the logintoboggan login form isn't supported.

On visiting user/login the modal window keeps spinning the ajax wheel but nothing is loaded.
