I've noticed that it was not displaying two terms of my vocabulary. The field was mandatory. Previously we used it as a default reference term, with the widget "select list".

Then I've checked that they haven't been yet used previously in any other node. I've activated the "display number of nodes" in field definition and then it works fine.

Could you please add some more details about the configuation? I've tested right now with several combinations of options and all terms (within a level) are allways displayed in the select (doesn't matter if a node has been associated to the term or not).
