I have public chat enabled before, and now it is disabled. But still users can use use public chat! (may be some cookie issue?)

Steps to reproduce.

With public chat enabled,
1. Login as user
2. open public chat
3. chat, chat, and leave it opened
4. Logout

5. from another browser login as admin and disable public chat

6. login again as user.
7. you can see the public chat window! and user can chat in public window.
